Kobe Bryant
is no sinner ... so says the San Diego City Attorney's Office ... which
decided it will NOT pursue charges against the NBA star over an altercation at a local church last year.
Bryant had been accused of flipping out on Thomas Hagos at St. Therese of Carmel Church back in August -- because Bryant believed Hagos snapped his pic on a cell phone during services.
Hagos claimed Bryant wrestled the phone out of his hand, injuring his wrist ... but ultimately found NO pictures in the phone.
Cops investigated the situation ... and now the City Attorney has decided there is not enough evidence to prove Kobe did anything wrong.
The C.A. tells TMZ, "Based upon our extensive investigation and interview of independent witnesses, we’ve concluded that charges cannot be proven beyond a reasonable doubt."
